The Buccaneers reached a four-year contract agreement with CB E.J. Biggers on Tuesday, leaving only two draft picks unsigned before training camp begins Aug. 1. Those unsigned draft picks are QB Josh Freeman, the Bucs' first-round pick, and Texas DT Roy Miller.
